Filing an RTI application

Steps to follow to file an RTI application
1. Based on your necessity and the concerned government department, write an application using the corresponding template (or your own, doesn't matter, on a plain paper)

2. Application should be addressed to Public Information Officers (PIO) or Assistant Public Information Officers (APIOs) of concerned government office precisely asking for the information you need. Assistant Public Information Officers (APIOs, Their job is only to accept applications from the public and forward it to the right PIO).

3. At the top of page, do mention “Application under RTI Act, 2005”

4. At the top of envelope, again mention “Application under RTI Act, 2005”

5. Provide your postal address where you want reply to be sent.

6. Enclose a document to prove your interest in the context (e. g. it could be receipt of passport application form or income tax filing report etc.

7. Enclose a postal order of INR 10/- in favor of ‘Public Information Officer’ of concerned department. The postal order is generally available at any of the post offices.

8. Postal order should be in favor of ‘Public Information Officer’  and not in favor of the name of ‘Public Information Officer’.

9. Get the address of the RTI officer from the department’s website (it is mandatory for all Govt Depts to publish the same)

10. Send the signed letter with speed post or registered post (not via courier or general post) as you might need the proof of dispatch later.

11. Alternatively, you can also visit the main post office and submit your RTI application there in person

12. Wait for response for 30 days as The Central Public Information Officer CPIO is required to provide information to the applicant within thirty days of the receipt of a valid application.

13. If an applicant is not supplied information within the prescribed time of thirty days or 4S hours, as the case may be, or is not satisfied with the information furnished to him, he may prefer an appeal (First Appeal) to the first appellate authority who is an officer senior in rank to the CPIO. Such an appeal, should be filed within a period 'of thirty days from the date on which the limit of 30 days of supply of information is expired or from the date on which the information or decision of the CPIO is received.
The appellate authority of the public authority shall dispose of the appeal within a period of thirty days or in exceptional cases within 45 days of the receipt of the appeal.

14. If the appellate authority fails to pass an order on the appeal within the prescribed period or if the appellant is not satisfied with the order of the first appellate authority, he may prefer a second appeal with the Central Information Commission within ninety days from the date on which the decision should have been made by the first appellate authority or was actually received by the appellant.

15. If any person is unable to submit a request to a Central Public Information Officer either by reason that such an officer has not been appointed by the concerned public authority; or the Central Assistant Central Public Information Officer has refused to accept his or her application or appeal for forwarding the same to the Central Public Information Officer or the appellate authority, as the case may be; or he has been refused access to any information requested by him under the RTI Act; or he has not been given a response to a request for information within the time limit specified in the Act; or he has been required to pay an amount of fee which he considers unreasonable; or he believes that he has been given incomplete, misleading or false information, he can make a complaint to the Central Information Commission.

 This is how you do it:

1.      Register on their website.

2.      Fill the form online. You can search for form template for a specific issue.

3.      Pay online. Its Rs. 150 that includes the RTI fees, speed post charges plus some admin charges.

4.      They will draft the form and send it back to you via email.

5.      Take a print out of the form, sign it, scan it, and send them the soft copy back via email.

6.      They will send your application through speed post, and will send you the tracking details.

 
The procedure is as follows.

1. Draft an application in which you list details of information sought, preferably in a numbered list and make it unambiguous. A very good template is available here http://www.rtiindia.org/forum/blogs/jps50/76-how-know-provident-fund-status-through-rti.html . Download the PDF template from here.

2. Get an IPO (Indian Postal Order ) of Rs.10 from nearest post office and Fill it as per the Accounts Officer to whom you are sending the amount. Do not cross the IPO. I had sent a crossed IPO and I got a communication rom them to resend an uncrossed IPO. I had scanned the uncrossed IPO before sending.

3. Send the IPO and Application along with any other supporting documents (if any).  For example I had sent a copy of the Form 13 which I got from my employer. Send this to the address as given in the link under “List of Addresses of Chief Information Officers of Regional PF Offices” below. I sent it through Speed post and kept the receipt carefully. I had also sent an AD as advised in the like in point 1 above but to date I have not got back the Acknowledgement Draft sent with speed post. So my recommendation will be to use Registered Letter with AD or good currier service for sending the application. We need the proof that they had accepted the RTI application.

4. Wait for 30-40 days.

5. One more point. The first IPO I sent was addressed to Accounts Officer, EPFO” as per guidance in link in point 1 above. But the communication I received from them to send an uncrossed IPO also asked me to send the IPO in favor of RPFC, EPFO, Pune. So I sent the second IPO as directed.

How to apply for Aadhar Card

1. Find out the nearest center where they are giving and collecting the application forms.  http://uidai.gov.in/

2. Go to that center and just collect your form. They might give you an appointment for the same day or some specific day. They would write the date on that form.
3. Fill the appl form and go on that specific date and get your eye scans, finger prints and signatures done.
4. Be prepared to wait for an hour or more in some centers.

Supporting docs you need to carry:
1. Any address proof. HR letter or rental agreement. I submitted rental agreement.
2. Identification proof. Passport, DL, PAN card, etc…

Imp Points:
1. One single form for all the family members.
2. All the family members should be physically present there so that the scans, signatures are taken.
3. Once you submitted the form you can check the status here, they would give you a receipt that you have submitted the form.

Applying New Passport for Infants/ Adults

1.            Fill up the form online
2.            Get an appointment online. This is tricky. They seem to be opening slots at 7:30 PM in the evening for every couple of days. So make sure you login by 7.25 PM and try to get the slot.
3.            On the day of appointment carry the documents( 2 photo copies and original). There is a document advisor which lists the required documents and what docs will be accepted as proof.
a.          Parents passport can be used as proof of residence(for infants)
b.          Make sure that spouse name is endorsed in atleast one of the parents passport. I don’t know what is the implication if it is not.
c.          If you are taking bank statement as address proof then make sure you get the passbook updated a day or so earlier.
4.            Carry a photograph with you, for infants and toddlers they are scanning this photo into the digital form. For others I believe they also have the facility of taking a picture. But I recommend you carry photographs anyway
5.            Finger print was collected onsite and uploaded to the digital form.
6.            Once inside the PSK, the first stop is a place where there is verification of documents.
7.            Once the above is done, there are multiple levels (3 to be precise) of officers, who will collect various information, add it to the digital form, verify documents and give you the acknowledgement in the end
8.            Minor passports (especially if parents have passport) doesn’t involve police verification. So the claim is that we will get passport in a few weeks. I will have to wait to see if this is true.

Passport reissue/ renewal - Online

2.         Create profile
3.         Apply an online re-issue of PP (for max 3 people profiles)
4.         Submit online
5.         Log in around 6pm to schedule an appointment at the passport seva kendra of your choice in HYD
6.         Go 30 mins prior to appointment time with 2 set of copies of required documents as per website
7.         They will take u r photo + finger prints+ scans all your documents + pay fees in cash.
8.         It takes 1-2 hrs at the Seva Kendra.
9.         They will stamp old PP as re-issued for extra booklet. You cannot travel until renewed PP gets in hand.
10.       You need to carry documents to prove changed status in old PP. (Ex: Address is changed, then carry address proof for new address)
Carry the required documents for the appointment. Document validation, passport processing and approval at multiple levels happen in your presence.
 
 
Generally police verification completes in 21 days and PP will be issued by 30 working days.

 Procedure:
 You need to personally visit to Registrar office with your wife and 3 witnesses . Registrar office is located in Kukatapally.

Buy the Marriage Registration form, Court Fee Stamp available there(cost 12 rupees).

Fill the form, affix all the documents needed and submit the same to the Marriage registration section over there


 They will ask both of you and witnesses to sign on the registration book.

Charge for registration is RS 15/-
 
After this,  they will ask you to come to office again on some other day to collect the certificate
